Subject: Request for Information regarding the application by Alliance des producteurs francophones du Canada (APFC) - 2026-0044-4

Bev Kirshenblatt, 

The purpose of this letter is to request additional information regarding the application submitted by the Alliance des producteurs francophones du Canada (APFC) - 2026-0044-4.

In order to pursue with the analysis of the application, we ask that you answer the questions set out in Appendix 1 of this letter. The questions pertain to the data and expenditures reported by the Canadian Broadcasting Corporation (CBC) in connection with its Canadian programming expenditure requirements for producers from French-speaking official language minority communities (OLMCs), for the 2022–2023, 2023–2024, and 2024–2025 broadcast years.

Responses to the questions must be submitted by 25 June 2026. Please copy the questions before answering them and complete the table attached to the email containing this letter to answer questions 2 and 3. Please use the secure “My CRTC Account” (Partner Log In or GCKey) to submit the information, ensuring that your correspondence includes file number 2026-0044-4.

Once the responses to this request for information have been filed, all parties to the proceeding will have the opportunity to submit their observations or comments on the information provided, within the time limits to be announced at a later date.

Confidential Information

As set out in section 25.3 of the Broadcasting Act and in Procedures for filing and requesting disclosure of confidential information in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, 23 December 2010, a person may designate certain information as confidential.

A party designating information as confidential must provide a detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest. They must also explain why the specific direct harm likely to result from the disclosure would outweigh the public interest in disclosure.

Furthermore, a party designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

A copy of this letter and related correspondence will be placed on the public record of the proceeding.

Appendix 1: Request for Information

The following questions pertain to the data provided by the Canadian Broadcasting Corporation in the 2022–2023, 2023–2024, and 2024–2025 CONFIDENTIAL French-language audiovisual production reports, under the “CLOSM (group)|OLMC Producers” tab.

Question 1

  1. Please confirm whether the total eligible Canadian program expenditures (CPE) include expenditures for co-productions for each of the aforementioned years.  

Questions 2 and 3

If applicable, please complete the audiovisual production report attached to this email for the years 2022–2023, 2023–2024, and 2024–2025 (view and complete the table with the new columns highlighted in yellow). This will help answer the following questions:

  1. Please identify the project titles or program names that are co-productions for each of the years listed above.
  2. For all eligible production expenses that include co-production expenses, please break down the total eligible CPE, taking care to indicate expenses incurred with an OLMC producer (as defined in Appendix 2 of Canadian Broadcasting Corporation – Various audio and audiovisual services – Licence renewals, Broadcasting Decision CRTC 2022-165, 22 June 2022) and expenses incurred with another producer (e.g., a Quebec producer) for each of the years listed above.

Question 4

  1. If the information requested at Question 3 is not available, please explain why. Please also explain how the Canadian Broadcasting Corporation ensures that expenditures made for the purposes of conditions of service 2(b), 4(f), 6(f), 8(f), and 10(f) set out in Appendix 3 of Broadcasting Decision 2022-165 are in fact directed towards productions by CLOSM producers.
