Subject: Part 1 application filed by Bell ExpressVu seeking the removal of the Canadian programming contribution requirement for its SRDU (2024-0125-6)

Dear Jonathan Daniels,

Thank you for your application regarding Bell ExpressVu’s (Bell) satellite relay distribution undertaking (SRDU).

Bell has asked the Commission to remove the condition of service that requires Bell’s SRDU to contribute to Canadian programming. Bell has also asked the Commission to initiate a policy review to consider exempting all SRDUs from such requirements.

Bell’s application was filed at an important juncture in the evolution of the Canadian broadcasting system. The Commission is holding a series of public proceedings as part of the modernization of the Canadian broadcasting framework. As outlined in its regulatory plan, the Commission will be launching consultations relating to a broad range of policy matters, including the funding of Canadian programming by all elements of the Canadian broadcasting system.

The Commission recognizes the importance of the matters that Bell has raised and considers it appropriate to incorporate Bell’s requests into the public record of one or more of these upcoming proceedings. Therefore, the Commission is suspending consideration of Bell’s application at this time and will consider it as part of the implementation of the amended Broadcasting Act.

Further details as to the scope of these proceedings to modernize the broadcasting framework will be made public in the coming months. Bell will be notified as to when the present application will be incorporated into the record of any of these proceedings. The Commission encourages Bell’s participation, and the participation by all interested parties, in these proceedings once they are launched.
