Subject: CRTC Interconnection Steering Committee (CISC) Emergency Services Working Group (ESWG) – Extension Request for reports related to the transition considerations for Next-Generation 9-1-1 (NG9-1-1) in Canada (TIF85)

Dear Chris Kellett:

In Telecom Regulatory Policy 2017-182 – Next-Generation 9-1-1 – Modernizing 9-1-1 networks to meet the public safety needs of Canadians, the Commission requested that the ESWG submit two status reports on the progress of NG9-1-1 implementation. In Telecom Decision 2021-199 – Establishment of new deadlines for Canada’s transition to Next-Generation 9-1-1 (NG9-1-1), the Commission requested three additional status reports to capture NG9-1-1 implementation progress over a protracted transition period. This brought the total number of transition status reports from Task Information Form (TIF) 85 to five.

On 19 January 2023 the Commission received a request from the ESWG to extend the submission deadline for the initial TIF85 status report from 31 December 2022 to 31 March 2023. The ESWG submitted that the initial status report would detail the progress of NG9-1-1 implementation, measured by the number of PSAPs onboarded onto the new network. No PSAPs are currently onboarded, though PSAPs have been working with network providers since 1 March 2022. The ESWG stated there will be progress to report on by the end of Q1 2023, including feedback in relation to challenges encountered, availability of NG9-1-1 gateways, and expected impacts on overall timelines. The ESWG also requested that the deadline for the second report be moved from 31 December 2023 to 4 March 2024. Given that the Commission had already established a deadline for a separate report on 4 March 2024, from a Commission perspective, the ESWG is requesting the merging of two reports with a single deadline of 4 March 2024. The final two status reports that were requested have deadlines of 30 September 2024 and 4 March 2025, which remain unchanged.

The Commission has reviewed the request and grants this extension to 31 March 2023 as well as the request to merge the second and third status reports with a deadline of 4 March 2024 in order to avoid repeating information across multiple reports within a short period of time. The Commission makes no changes to the additional status report deadlines of 30 September 2024 and 4 March 2025.
