RE: Approval of CO Codes 709-384, 709-385, and 709-386 while in Jeopardy Condition
Dear Karen Robinson,
Following an emergency notification request from TELUS filed with Commission staff on 29 March 2023, staff issued a letter to the Canadian Numbering Administrator on 13 April 2023 acknowledging that the 709/879 code complex is in a jeopardy condition. Consequently, the staff directed that the Jeopardy Condition Plan be activated as of the date of that letter and in doing so directed the CNA to:
- Freeze all central office code assignments in Area Code 709/879 based on the January 2023 G‐NRUF carrier submissions to the 1 January 2024 forecast quantities; and
- Conduct Area Code 709/879 Jeopardy Numbering Resource Utilization Forecasts (JNRUFs) at the NPA level of detail.
On 18 April 2023, TELUS Mobility (TELUS) requested that Commission staff approve a notification for three central office (CO) codes in NPA 709 complex with an effective date of 15 July 2023, which would satisfy the required 66 days after the received date of a completed Part 1 Form, as specified in the Canadian Central Office code (NXX) Assignment Guideline (the Guideline). The request indicates the preferred CO Codes be 709-384, 709-385, and 709-386 in Hare Bay, Lewisporte, and Port aux Basques NF respectively.
TELUS submits that when it submitted its input into the January 2023 NRUF, OCN 8303 did not indicate a need for growth NXX's in NPA 709 until year 2029. However, TELUS has indicated that the CO codes requested in its 18 April 2023 letter are now required as part of a CLEC expansion project in NPA 709 complex in parallel with TELUS OCN 2782 for the same rate centres that became effective in October 2022.
Commission staff consider that this request for the 3 CO codes is reasonable and approve the request as a one-time exception. However, in consideration of the jeopardy condition within the NPA 709 complex, TELUS is to modify its J-NRUF submissions to reflect this request. Specifically, it would be appropriate to transfer the 3 CO codes requested from TELUS OCN 2782 to TELUS OCN 8303 to account for the CO codes granted by the CNA. This would result in the OCNs under TELUS holding the same number of CO codes as before the granting of this request, and therefore would put no additional burden on the limited availability of CO codes within area code 709.
If required, TELUS should resubmit the Part 1 forms to the CNA to reflect the new effective date.
