- The Commission hereby announces the next step in its broad consultation on how to increase competition and affordability for Internet services in Canada.
Hearing date
- In March 2023, the Commission issued Notice of hearing – Review of the wholesale high-speed access service framework, Telecom Notice of Consultation CRTC 2023-56, 8 March 2023; as amended by Telecom Notices of Consultation CRTC 2023-56-1, 11 May 2023 and by 2023-56-2, 4 July 2023.
- As part of this proceeding, the Commission will hold an in-person public hearing commencing on 12 February 2024 at the Conference Centre, Phase IV, 140 Promenade du Portage, Gatineau, Quebec. It will also be possible for parties to participate remotely.
Procedure to request to appear
- Parties who filed a formal intervention in this proceeding can request to appear and present at the public hearing.
- Requests to appear must be submitted by filing the intervention form by 20 November 2023.
Procedural matters
- On 4 July 2023, the Commission established a new intervention phase with the 16 October 2023 deadline to file additional interventions on all issues within the scope of the proceeding. Although only parties to the proceeding were invited to intervene during that phase, six entities that are not parties to this proceeding filed an intervention: Andre’s Electronic Experts; Build Nova Scotia; Community Economic Development and Employability Corporation; Custom Communications, Inc.; Fibernetics Corporation; and TBayTel.
- The Commission considers it is in the public interest to add these interventions to the record of the proceeding. The perspective of the entities listed above is an important one for this proceeding.
- The Commission is of the view that accepting these filings on the record of the proceeding would not prejudice the parties to this proceeding. Parties will have the opportunity to provide comments on these interventions during the reply to interventions phase of this proceeding, which closes on 20 November 2023, as well as during the public hearing.
- Accordingly, the Commission accepts the interventions of Andre’s Electronic Experts; Build Nova Scotia; Community Economic Development and Employability Corporation; Custom Communications, Inc.; Fibernetics Corporation; and TBayTel, and considers them part of the record of the present proceeding. All these entities are now considered parties to the proceeding.
