Subject: Quality of service issues impacting Bell MTS’s landline telephone service in the Winnipeg area

Dear Philippe Gauvin,

In May 2022, the Commission became aware through complaints, news articles and other sources of serious and persistent service quality issues affecting landline telephone service provided by Bell MTS within the Winnipeg area. Some residents had indicated being out of service for several weeks or even months and, among other things, the issues and outages were impacting the ability to contact 9-1-1 and essential services.

On 13 May 2022 and 2 June 2022 Commission staff requested that Bell MTS provide information regarding the outages on a monthly basis for May 2022 to October 2022, inclusive. Over the course of the Commission’s monitoring, the number and durations of outages have been significantly reduced. As a result, the requirement to report is no longer required at this time.
