Subject: TELUS Tariff Notices 567 and 644 - Destandardization of DS-0 and DS-1 Services and Tariff Notice 568 - Destandardization of DS-0 and DS-1 CDN Services

On 27 January 2022, the Commission received Tariff Notices (TNs) 567, 644, and 568 from TELUS Communications Inc. (TELUS) proposing changes to its General Tariffs (CRTC 21461 and 25080) and its Carrier Access Tariff, CRTC 21462:

Two parties filed interventions in relation to these tariff notice applications, and on 6 June 2022 TELUS filed reply comments.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may require parties to file information or documents where needed. Commission staff considers that additional information is required from the parties and interested persons in order to obtain a full and complete record.

As such, parties and interested persons are requested to provide comprehensive answers, including rationale and any supporting information, to the attached request for information by 15 July 2022.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.

The Commission requires the response or other documents to be submitted electronically by using the secured service “My CRTC Account” (Partner Log In or GCKey) and filling the “Telecom Cover Page” located on this webpage.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.

As set out in section 39 of the Telecommunications Act and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

  1. For each of DS-0 DNA, DS-0 IX Channels, DS-1 DNA, DS-1 IX Channels, DS-0 CDN Access, DS-1 CDN links and CDN Accesses, where applicable to your specific service offering, provide the list of your customers and the corresponding demand and revenues, for historical years 2019, 2020 and 2021 and forecasted years 2022 and 2023.

Question to Distributel Communications Limited and Shaw Communications Inc.:

  1. For each of DS-0 DNA, DS-0 IX Channels, DS-1 DNA, DS-1 IX Channels, DS-0 CDN Access, DS-1 CDN links and CDN Accesses that your company obtains from an incumbent local exchange carrier, provide your demand per service, for historical years 2019, 2020 and 2021 and forecasted years 2022 and 2023.
    1. Explain how you make use of that service.
    2. If your company does not currently use the service, indicate whether it anticipates that it could require the service in the future and for what purpose.
