Dear Ms. Kirshenblatt,
This is in reference to the above-noted Part 1 applications submitted by CBC/Radio-Canada (CBC/SRC) for technical amendments to the authorized contours of CBJ-FM-1 Chibougamau, Québec, a rebroadcasting transmitter of CBJ-FM Saguenay, Québec and CBVC-FM Chibougamau, Québec, a rebroadcasting transmitter of CBVE-FM Québec, Québec. Specifically, CBC/SRC is requesting the Commission’s approval to replace the existing timeworn antenna and to install a new antenna, with new transmitters and a new transmission line. The new antenna will combine transmitters of services CBJ-FM-1 Chibougamau, Québec and CBVC-FM Chibougamau, Québec.
Commission staff would like to remind the applicant that it is the responsibility of an applicant to submit a complete application that includes all relevant information and provides the necessary supporting documentation. Further, it is important for an applicant to demonstrate the existence of a technical or economic need justifying the proposed amendments. Additionally, an applicant must clearly explain how the approval of the proposed solution(s) would resolve the technical issues described in the application.
In its application, the applicant stated that the proposed technical amendments, which result in the increase of the current coverage for CBJ-FM-1 and CBVC-FM, would serve the region of Chapais, Québec and allow the future closure of the CBJ-2 and CBMD rebroadcasting transmitters, in Chapais, Québec. However, Commission staff notes that the proposed primary contours (3 mV/m) of CBJ-FM-1 and CBVC-FM fall outside of the existing primary contours of CBJ-2 and CBMD.
In light of this, please demonstrate the proposed technical amendments’ appropriateness and need in providing coverage to the population of the region of Chapais, Québec.
In addition, please indicate the measures that will be used to ensure that, once implemented, the proposed solution provides adequate coverage to the population that is currently served by CBJ-2 and CBMD. Furthermore, please indicate the steps that will be taken, prior to the closure of CBJ-2 and CBMD, should the proposed solution not provide adequate coverage to the population of Chapais, Québec.
The information requested above is to be submitted by no later than 28 March 2022.
In light of the above, the deadlines for these Part 1 applications will be modified as follows:
- Any interested parties may file an intervention by 4 April 2022.
- CBC may file a reply to any interventions received by 11 April 2022.
