Call for licence renewal applications

Submission of renewal applications for broadcasting licences of radio stations expiring on 31 August 2023 – Regular renewal process

1. The Commission requests that the licensees listed in the appendix to this notice submit renewal applications for the broadcasting licences that will be expiring on 31 August 2023. The licensees must submit their renewal applications by no later than 31 August 2022.
2. The list in the appendix to this notice includes stations that have a history of non-compliance, have been identified as requiring additional verification to confirm compliance or are in their first licence term. Additional stations were selected based on a sampling of commercial stations from large and medium-sized broadcasting groups covering various geographic locations, as well as those that have tangible benefits or over-and-above Canadian content development obligations. Licensees who do not find their stations or services listed in the appendix to this notice should consult the lists set out in the appendices to Broadcasting Notice of Consultation 2022-151 (simplified renewal process) and Broadcasting Decision 2022-153 (administrative renewals for various stations).
3. Licensees who do not wish to renew their licences beyond the expiry date indicated in this notice must advise the Commission in writing by no later than 31 August 2022.
4. This call for applications is consistent with the procedures announced in New procedures for licence renewal applications, Broadcasting Information Bulletin CRTC 2015-116, 31 March 2015 (Broadcasting Information Bulletin 2015-116).
5. The Commission will process the licence renewal applications in accordance with the rules for applications set out in Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure. However, where the Commission deems appropriate, the renewal applications may be published in a notice of consultation.
6. Interested persons will be given the opportunity to comment on the licence renewal applications once these are posted on the Commission website.

Procedure for filing

7. Licensees must file their licence renewal applications electronically by completing the “Broadcasting Online Form and Cover Page” using the secured service “My CRTC Account (Partner Log In or GCKey).” A sample of the application form can be viewed on the “Application to renew a broadcasting radio licence - Form 310” web page. Licensees that have questions relating to the application form may contact a Commission specialist at 1-866-781-1911.

Reminders

8. As set out in Broadcasting Information Bulletin 2015-116, radio licensees seeking amendments to their licences or technical changes should submit a separate application distinct from the licence renewal application.
9. Pursuant to section 32 of the Broadcasting Act, unless otherwise exempt from the requirement to hold a licence, it is an offence to carry on a broadcasting undertaking without a licence. Failure to submit an application for renewal by the date specified in this notice may result in the licence expiring, after which the licensee would no longer have the authority to carry on a broadcasting undertaking.
10. In addition to the broadcasting licence, the licensee must also hold a valid broadcasting certificate issued by the Department of Industry.
