RE:  Jeopardy Conditions in Area Code Complexes 204/431, 403/587/780/825 and 819/873

Dear KT Walsh:

By letter and email dated 19 August 2021, the Canadian Numbering Administrator (CNA) advised CRTC staff that based on the results of the July 2021 Relief Numbering Resource Utilisation Forecast, area code complexes 204/431, 403/587/780/825 and 819/873 have entered into a jeopardy condition.

Staff notes that the jeopardy conditions were declared per section 9.1 of the Canadian NPA Relief Planning Guideline (version 7.0) (the Guideline).

One of the conditions typically put in place for area codes that have entered into a jeopardy condition is to freeze central office (CO) codes to the levels identified in the last NRUF, which In this instance is the July 2021 R-NRUF. Accordingly, the CNA has requested that CO code assignments be frozen per the July 20201 R-NRUF submissions.

CRTC staff agrees with the CNA’s request that future CO code assignments should be limited to quantities based on the July 2021 R-NRUF submissions for these area code complexes. Staff further notes that the CNA and telecommunications service providers are to follow the specific measures set out in Appendix F of the Guideline for area code complexes 204/431 and 819/873 and the approved Jeopardy Condition Plan for area code complex 403/587/780/825 when a jeopardy condition is declared.
