RE: Unauthorized Mobile Telephone Number Transfers and SIM swapping in Canada

This letter concerns the matters of unauthorized mobile telephone number transfers (ports) and SIM swapping in Canada and wireless service providers’ actions to curb these fraudulent activities.

In response to Commission staff requests for information (RFIs) dated 15 January and 28 May 2020, the Canadian Wireless Telecommunications Association (CWTA) and mobile carriers identified company-specific and industry-wide measures they have put in place and will be implementing to protect consumers.

Each mobile carrier is requested to confirm whether it and any affiliated mobile service provider will be implementing the measures set out in paragraphs 47 through 55 of the CWTA’s 14 February 2020 letter and the date by which it intends these measures to be fully implemented. If the mobile carrier or any affiliated company does not intend on implementing the relevant measures or intends to implement them but on a date not substantially aligned with the target window identified at paragraph 55 of the above referenced letter, explain why.

This information is requested to be filed with the Commission by 21 July 2020. To the extent that information is submitted in confidence pursuant to section 39 of the Telecommunications Act, an abridged version of all submissions must be provided for the public record.

Further, each mobile carrier is requested to confirm with the Commission that the measures in question have been implemented within five days from their implementation.

Mobile carriers are also advised that the Commission will continue to collect monthly data on the number of unauthorized mobile telephone number transfers and SIM swapping, with a view to assessing the impact of measures taken, and therefore Commission staff requests mobile carriers to track and maintain this data.
