Re: Application by MediaCase Corp., on behalf of VMedia Inc. – request for additional information with regard to Part 1 process

Dear Mrs. Lazovskaya,

This is regarding a request by MediaCase Corp., on behalf of VMedia Inc., to add BESTSELLER to the List of non-Canadian programming services and stations authorized for distribution in Canada (the List).

In order to continue processing this application in a timely fashion, please submit the following:

  1. We note that the target audience identified in the application form (form 304) that you submitted reads as follows: “Russian speaking, 45+”. However, the description of service reads “BESTSELLER is a leading Russian television movie channel for family viewing. It broadcasts the best of Russian TV series and popular multi-episode films, streaming premiers as well as movies from “Russia” TV channel’s movie collection”. Please clarify the target audience of the service.
  2. In the supplementary brief that you submitted, it states that BESTSELLER is a 24-hour service. However, in Appendix 6 (programming schedule), there is a 9-hour time slot in the programming grid that is dedicated to maintenance. Please confirm whether BESTSELLER is a 24-hour service and explain whether such maintenance is a weekly occurrence.
  3. We note that Appendix 7 (programming genres and categories) that you submitted with the application (programming genres and categories) is incomplete: the number of weekly programming hours for any of the genres or categories, and the total number of hours of programming per week are missing. Please provide a revised Appendix 7, using the template provided in form 304, detailing the weekly number of hours of programming per genre and category, as well as a total of programming hours per week.
  4. We note that Appendix 8 (program descriptions) is also incomplete: it does not provide descriptions for each of the programs listed in Appendix 6 (programming schedule). Please submit a revised and complete Appendix 8.
  5. Upon doing some research on the web, we note that many websites identify the service as “Russian Bestseller”. However, in your application, the name that you provided for the service is “BESTSELLER”. Please confirm the name of the service.
  6. For clarity, please define the respective roles of Media Case Corp. and VMedia Inc. with respect to this application (i.e.: Which company will act as the Canadian sponsor for BESTSELLER, how is MediaCase Corp. involved, etc.).

A copy of this letter and your answers to the questions above will be added to the record of this proceeding and made available for public examination.

The information requested herein should be received at the Commission by no later than 25 October 2016.
