Dear Mr. Simard:

This is a follow-up to the application by Radio Rimouski inc. to amend conditions of licence for its French-language commercial FM radio station CFYX-FM Rimouski Quebec. To complete the record, and in accordance with paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, which stipulates that the Commission may request parties to file information, particulars or documents, Commission staff consider it necessary to request additional information from Radio Rimouski inc. Furthermore, please note that Commission staff is aware of the submission, dated 15 September 2016, of a procedural letter from Bellerose média-conseil inc. on behalf of Les Communications Matane inc. and Radio Rimouski inc.’s response to this letter. These documents will be added to the public record of your application, which is currently available on the CRTC website. 

Please respond to the following:

Financial projections

  1. According to the financial projections provided in your application, CFYX-FM will not generate any advertising revenue over the next three years if the Commission denies your application to amend the conditions of licence. Please indicate how you plan to cover the costs related to operating the station.
  2. In your reply to the intervention by Les Communications Matane inc., you state in paragraph 4 that CFYX-FM does not currently receive advertising revenues. In addition, you state that the anticipated local and national sales in the event that the Commission approves the application for amendment would mostly come from Rimouski (90% of sales) if your application to amend the conditions of licence is approved. Please explain the lack of revenue from local and national advertising in your market at this time and how the approval of this application is an underlying factor in obtaining such revenues.
  3. Please explain, with supporting numbers and assumptions, how you estimated that 10% of the local advertising revenues for Radio Rimouski inc. would come from the Matane market, if the Commission’s decision is favourable. Furthermore, please indicate the anticipated source of revenue from the Matane radio market and whether this will split advertising revenues from existing stations in this market. 
  4. Please explain the assumptions you used to suggest that possible sales in the Matane market would lead to additional spending on programming, technical services, and administrative and general fees, as stated in section 4.3 of your application.   

Deadline for response

The Commission must receive the requested information no later than 17 October 2016, failing which, the application by Radio Rimouski inc. may be returned to you to be completed and resubmitted with the Commission. Furthermore, please ensure that you also send a copy of your response to Les Communications Matane inc., which will have 10 days to respond. 

Please refer to section 6 of the application form if you want to submit information that you consider confidential in your response to this letter.

A copy of this letter, the response by Radio Rimouski inc., and the response by Les Communications Matane inc. will also be added to the public record for the application.
