Subject: Request for information regarding application CRTC 2015-1264-0 and changes to procedure

Dear Ms. Tabet:

In order to proceed with the review of the above-referenced application, we ask that you please answer the questions below.

Programming

Québec City

1. In the synopsis sent to the Commission, as well as in your response to the complaint by ICTV, you describe the program LeZarts Québec as access programming for the Quebec City service area. However, in the other MAtv service areas, you describe the local LeZarts program as local programming, not access programming. Therefore, please answer the following questions:

a) How does LeZarts Québec qualify as access programming?

b) How is the Quebec City version of LeZarts different from other local versions of LeZarts (LeZarts (Granby), LeZarts Bas-Saint-Laurent, LeZarts Outaouais, etc.)?

c) Please confirm that the person requesting access (Catherine-Eve Gadoury) is not an employee of Vidéotron and is not paid for her work on LeZarts Québec.

2. You state in your synopsis and in your response to the complaint by ICTV that the program À 4 épingles is access programming. However, the person identified as the host and the person requesting access is Geneviève Côté who, according to your website, has been working as a media professional since 2006 with several television stations. Therefore, please answer the following questions.

a) How does Geneviève Côté qualify as a person requesting access?

b) Please confirm that the person requesting access is not an employee of Vidéotron and is not paid for her work on À 4 épingles.

3. You state in your synopsis and in your response to the complaint by ICTV that the program Le Cahier is access programming. However, the program seems to be about fashion in general and also appears to have a very high commercial content. Therefore, please answer the following questions:

a) Please confirm that the person requesting access (Camille Dg) is not an employee of Vidéotron and is not paid for her work on Le Cahier, produced for MAtv.

b) How does this program qualify as access programming?

Please note that the information requested must be submitted to the Commission no later than 21 January 2016.

This letter and your response, as well as all documents filed in support, will be included as part of your response to ICTV's complaint and should therefore be made available for examination.
