Dear Mr. Torres:
This is in reference to the application by Torres Media Ottawa Inc. to amend the broadcasting licence for the English-language commercial radio programming undertaking CIDG-FM Ottawa by amending its conditions of licence relating to the broadcast of category 3 music (Special Interest Music), to the level of Canadian content and to Canadian content development (CCD) contributions.
Section 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information, particulars or documents where needed.
Please provide the following information:
- In section 3.1 (Description of application) of the application form you request to delete the conditions of licence relating to Category 3 music and CCD contributions. Furthermore, you propose to modify the existing condition of licence relating to Canadian content by decreasing the level of Canadian content to 35%.
To clarify for the record, please specify the condition(s) of licence which correspond to each of the above-noted proposals. Please refer to Appendix 3 in Broadcasting Decision CRTC 2009-481 for the appropriate condition of licence.
- As mentioned above, we note that you are seeking to reduce the minimum percentage of Canadian musical selections in content category 2 from 40% to 35%. However, the proposed text for the revised condition of licence set out in section 3.2 e. of the application form would actually require CIDG-FM to devote a minimum of 40% Canadian content over the broadcast week and a minimum of 35% Canadian content between 6 a.m. and 6 p.m. Monday to Friday.
Please confirm that the proposed text of the condition of licence is correct or provide a revised proposed condition of licence.
Deadline for response
The information requested herein should be received at the Commission no later than 22 September 2015, failing which, your application may be returned to be completed and resubmitted with the Commission should you wish to pursue this proposal.
