Re: Part 1 Application by the Public Interest Advocacy Centre and Consumers' Association of Canada Regarding Certain Telecommunications Service Provider Billing Practices (Pay for Paper Bills)
Dear Madam / Sir:
On 22 October 2013, Public Interest Advocacy Centre (PIAC) and Consumers’ Association of Canada (CAC) (the Applicants) filed a Part 1 application requesting that the Commission issue certain directives to Telecommunications Service Providers (TSPs) regarding the practice of charging fees for the provision of paper bills.
Commission staff has reviewed the application and considers that verification of information is required. The TSPs which are respondents to this application are requested to respond to the request for information addressed in the attachment to this letter.
Responses to the request for information are to be filed with the Commission, and served on all parties to this proceeding, by 28 November 2013.
Respondents may file an Answer with the Commission, serving copies on all other parties, by 5 December 2013.
The Applicants may file reply a Reply with the Commission, serving copies on all other parties, by 16 December 2013. Additionally, the Commission is in receipt of a letter, dated 19 November 2013, from Canadian Network Operators Consortium Inc. (CNOC), requesting modifications to the filing dates. The Commission staff considers that above extension resolves the extension request made by CNOC.
Both the application and the interrogatories reference the Commission staff letter sent on 3 July 2013 to the respondent TSPs regarding fees for paper bills, CRTC file 8480-B54-X. For the sake of clarity, the record of that file forms part of the record for this proceeding.
All submissions are to be received, and not merely sent, by the date indicated.
