RE: Update of Regulatory Economic Studies Manual

Dear Madam, Sir:

In a letter dated 24 July 2013, Commission staff provided the relevant Incumbent Local Exchange Carriers (ILECs) with an updated Regulatory Economic Studies Manual (the manual) and Appendices A to F (appendices) that reflected costing-related determinations made by the Commission since the manual was last revised. Commission staff also proposed to standardize the format and content of Table 9 – Working Fill Factors in Appendix V, and asked that ILECs include the table with their next filing of company-specific appendices.

Commission staff invited the ILECs’ feedback on the proposed changes to the manual and received comments from Bell Aliant Regional Communications, Limited Partnership, Bell Canada, Saskatchewan Telecommunications, Télébec, and TELUS Communications Company (TELUS). The ILECs generally agreed with Commission staff’s modifications and proposed only minor additional changes to the manual.

In its comments, TELUS submitted that time estimates should not be disclosed if there are less than two minor functions in order to maintain the confidentiality of labour rates. Commission staff notes that although the Commission determined that carriers should disclose time estimates in Confidentiality of information used to establish wholesale service rates, Telecom Regulatory Policy CRTC 2012-592, 26 October 2012, carriers continue to have the right to designate information as confidential.

Commission staff has further updated the manual, appendices, and Table 9 to include the ILECs’ proposed changes, where appropriate, and highlighted them in “track changes”. Please file the attached manual and appendices in their entirety by no later than 25 October 2013.
Please include Table 9 in the standardized format with your next filing of company-specific appendices and provide the information in the cells highlighted in yellow, if available.
