Subject: Processing of Local Service Requests (LSRs) involving Multiple Resellers

Commission staff wishes to explicitly invite all resellers to participate in discussions, at meetings to be scheduled by the CRTC interconnection Steering Committee (CISC) Business Process Working Group (BPWG), regarding customer transfer processes in situations where the local service is provided to an end-customer through a chain of resellers from an underlying local exchange carrier (LEC).

Currently, a new local exchange carrier (LEC) arranging to transfer an end-customer to that LEC’s local service will complete its local service request (LSR) to the current underlying LEC reflecting the end-customer’s name and service address, along with the name of the customer-facing service provider or reseller.  However, the underlying carrier’s records do not reflect the name and address of the end-customer served by the final reseller in this “chain”, nor would the underlying carrier have any information regarding the last reseller in this chain.  The underlying LEC’s records will only reflect the name and business address of the first service provider (reseller) in the chain.  This often results in the rejection of the LSR and a delay in the customer transfer until the service providers can resolve the problem.

Because of this, the CISC BPWG has recently initiated a review (refer to the attached Task Identification Form BPTF0082) of the industry customer transfer processes in order to determine how to best address the processing of an LSR where local service is being provided to the end-customer through a chain of resellers from an underlying LEC.  Commission staff notes that the outcome of this review may have a direct impact on resellers' customer transfer processes and considers that active participation by resellers in the discussions of the BPWG is important.
