Re: Application requesting approval that the total duration of the video relay services (VRS) trial be extended (Pursuant to Regulatory Policy 2009-430) – request for further information and extension of deadline for comments
Dear Mr. Woodhead:
The Commission is in receipt of TELUS’s application,[1] dated 1 March 2011, seeking Commission approval of a six-month extension to its video relay services (VRS) trial that is currently ongoing in parts of British Columbia and Alberta. TELUS submitted that, if approved, the VRS trial would be extended from a 12-month period to an 18-month period, ending 15 January 2012. TELUS submitted that the extension would enable TELUS to provide the Commission with more reliable data on the use and cost of VRS. TELUS also requested to draw down an additional amount from the unallocated accessibility funds of its deferral account to support the trial extension.
TELUS submitted a revised cost study in support of its 1 March 2011 application. With respect to TELUS’s cost study, Commission staff requests the following further information from TELUS:
1. Regarding Appendix B to TELUS’s revised cost study, paragraph 4.5.1,
(a) confirm that the company has maintained its costing assumptions from its previous submission, or, if not, specify all changes in costing methodology and assumptions, with rationale; and,
(b) provide a breakdown of “other costs” between TELUS’s internal costs and outsourced costs. Describe, in detail, how these costs were estimated, indentifying the activities that are outsourced.
2. As noted in Telecom Decision 2010-679, “TCC proposed to increase the number of participants in its Video Relay Service trial to 400 from 20 in order to ensure that all the major demographics and types of users are sampled within those regions to provide the most representative data possible for reference.”
In Appendix A of its submission, TELUS provided the actual number of participants as of 31 December 2010.
a) Provide the actual number of participants as of 31 March 2010.
b) Provide the estimated number of participants for the end of each month, beginning on 30 April 2011, until the end of the proposed (extended) trial period.
Replies are to be filed and served on parties by 15 April 2011.
With respect to the final date for comments on this application, in light of the above questions and in light of the correspondence received to date, Commission staff considers it appropriate to extend the comment period for this application to 26 April 2011.
Documents to be filed and served in accordance with this process are to be received, not merely sent, by the dates indicated.
