CJPC-TV Rimouski – Licence amendment

1.      The Commission approves the application by Télévision MSB inc. to amend the broadcasting licence for the French-language conventional television programming undertaking CJPC-TV Rimouski in order to add a post-transition digital transmitter to serve the population of Rimouski.

2.      The new post-transition digital transmitter, CJPC-DT, will operate on channel 18 with an average effective radiated power (ERP) of 127 watts (maximum ERP of 360 watts with an effective height of antenna above average terrain of 118.2 metres).

3.      The Commission received a comment in connection with this application as it relates to the use of technical parameters that are not compliant with the Department of Industry’s (the Department) Digital Television Post-Transition Allotment Plan (the Plan). The Commission notes that broadcasters may use technical parameters other than those identified in the Plan provided that they are accepted by the Department. 4.      The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this licence amendment will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

5.      The new digital transmitter must be operational at the earliest possible date and in any event no later than 31 August 2011. The Commission expects the licensee to inform it in writing once this transmitter is in operation.
