Subject: Télébec, Limited Partnership - Part VII application for forbearance from the regulation of residential local exchange services in the exchanges of Chesterville, Norbertville, Ste-Victoire, Tingwick and Villeroy, Quebec

Dear Ms. Bégin:

On 25 February 2010, the Commission received a letter from Sogetel inc. (Sogetel) asking that the Commission push the deadline for submission of its observations in the above-mentioned matter from 12 March 2010 to 12 May 2010. Sogetel cited the following as justification for this request; its recent acquisition of Groupe Télécom Warwick, including the subsidiary IVIC Télécom s.e.n.c. (IVIC), which was a stakeholder in this request; and the reorganization resulting from that acquisition.

On 2 March 2010, the Commission received a letter from Télébec, Limited Partnership, which deemed unreasonable the amount of time requested by Sogetel.

According to Commission staff, the sale of IVIC may justify an extension for the submission of the response to the questions in the Commission’s letter of 10 February 2010, but Sogetel’s request that the response time initially granted be tripled is excessive in the circumstances.

Commission staff therefore requests that Sogetel respond to the questions in the letter of 10 February no later than 31 March 2010. The stakeholders will have until 15 April 2010 to respond to the observations that will have been submitted.

Where a document is to be filed by a specific date, the document must be actually received, and not merely sent, by that date.
