CFCW-FM Camrose, CKWY-FM Wainwright and CJXK-FM Grand Centre – Licence renewals
The Commission renews the broadcasting licences for the English-language commercial radio stations CFCW-FM Camrose, CKWY-FM Wainwright and CJXK-FM Grand Centre from 1 December 2010 to 31 August 2014. This short-term licence renewal will enable the Commission to review the licensee’s compliance with the Radio Regulations, 1986 and its conditions of licence at an earlier date.
Introduction
1. The Commission received applications by Newcap Inc. (Newcap) to renew the broadcasting licences for the English-language commercial radio programming undertakings CFCW-FM Camrose, CKWY-FM Wainwright and CJXK-FM Grand Centre, which expire 30 November 2010.[1] The Commission did not receive any interventions in connection with these applications.
2. In Broadcasting Notice of Consultation 2010-334, the Commission stated that the licensee may have failed to comply with its conditions of licence relating to Canadian talent development (CTD) contributions for the 2004-2005 broadcast year.
Non-compliance
3. The Commission notes that each of the three undertakings is subject to a condition of licence requiring a minimum annual contribution of $2,500 to FACTOR. Annual contributions must be paid in full by the end of the broadcast year (i.e. 31 August). The Commission further notes that Newcap paid its CTD contribution for all three undertakings after the 31 August deadline for the 2004-2005 broadcast year. The licensee stated that it has since corrected its procedures to ensure that all future contributions are made by the 31 August deadline.
Conclusion
4. In light of the above and in accordance with its practice regarding radio non-compliance set out in Circular No. 444, the Commission considers that a short-term renewal period for CFCW-FM, CKWY-FM and CJXK-FM is appropriate. Accordingly, the Commission renews the broadcasting licences for the English-language commercial radio programming undertakings CFCW-FM Camrose, CKWY-FM Wainwright and CJXK-FM Grand Centre from 1 December 2010 to 31 August 2014. This short-term renewal will enable the Commission to review the licensee’s compliance with the Regulations and its conditions of licence at an earlier date. The licences will be subject to the conditions set out in the appendices to this decision.
Employment equity
5. Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with the department of Human Resources and Social Development Canada, its employment equity practices are not examined by the Commission.

Appendix 1 to Broadcasting Decision CRTC 2010-865
Conditions of licence for the commercial radio programming undertaking CFCW-FM Camrose
1. The licence shall be subject to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009.
2. In addition to the requirements set out in section 15 of the Radio Regulations, 1986, the applicant shall adhere to the following conditions of licence for the 2010-2011 broadcast year:

The licensee shall contribute a minimum of $2,900 to eligible third parties for the development of Canadian musical and other artistic talent, including a minimum contribution of $2,500 to FACTOR.

The licensee shall contribute a minimum of $2,500 to the development of the Aboriginal Voices Radio Network.
Appendix 2 to Broadcasting Decision CRTC 2010-865
Conditions of licence for the commercial radio programming undertaking CKWY-FM Wainwright
1. The licence shall be subject to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009.
