CKNX-FM and CIBU-FM Wingham and CIWV-FM Hamilton/Burlington – Technical changes

1. The Commission approves the application by Blackburn Radio Inc. to change the authorized contours of the radio programming undertaking CKNX-FM Wingham, by increasing the average effective radiated power (ERP) from 65,800 watts to 100,000 watts, by replacing its directional antenna with an omni-directional antenna and by decreasing the effective height of the antenna above average terrain (EHAAT) from 217 metres to 215 metres.
2. The Commission also approves the application by Blackburn Radio Inc. (Blackburn) to change the authorized contours of the radio programming undertaking CIBU-FM Wingham, by increasing the average ERP from 70,100 watts to 75,000 watts, by replacing its directional antenna with an omni-directional antenna and by decreasing the EHAAT from 217 metres to 215 metres.
3. In addition, the Commission approves the application by Durham Radio Inc. (Durham) to change the authorized contours of the radio programming undertaking CIWV-FM Hamilton/Burlington, by increasing the average ERP from 19,500 watts to 40,000 watts and to change the class of the station from B to C1. All other technical parameters remain unchanged.
4. The Commission received interventions in support of these applications.
5. The technical changes approved herein will reduce the protected area that currently exists between Blackburn's stations CKNX-FM and CIBU-FM and Durham's station CIWV-FM. Both Blackburn and Durham agreed to eliminate the protected area to allow for maximum use of their respective channels.
6. The Department of Industry (the Department) has advised the Commission that, while each application is conditionally technically acceptable, it will only issue a broadcasting certificate for an application when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
7. The Commission reminds each licensee that, pursuant to section 22(1) of the Broadcasting Act, the authority for each application will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate for that application will be issued
