CFUL-FM and CFXL-FM Calgary – Technical changes

1.

The Commission approves the application by Newcap Inc. to change the authorized contours of the English-language commercial FM radio programming undertaking CFUL-FM Calgary by replacing the directional antenna with an omnidirectional antenna, by increasing the average effective radiated power (ERP) from 48,000 watts to an ERP of 100,000 watts, by increasing the effective height of the antenna above average terrain (EHAAT) from 160 to 342.2 metres and by relocating the antenna. The implementation of these changes is subject to the notification by the Department of Industry (the Department) discussed in paragraph 5. The Commission did not receive any interventions with respect to this application.

2.

The licensee stated that these changes would allow it to improve the service and to optimize the use of the frequency.

3.

The Commission also approves the application by Newcap Inc. to change the authorized contours of the English-language commercial FM radio programming undertaking CFXL-FM Calgary by increasing the EHAAT from 302.5 to 342.2 metres and by relocating the antenna to the same site as that proposed for CFUL-FM. All other technical parameters remain unchanged. The implementation of these changes is subject to the notification by the Department discussed in paragraph 5. The Commission did not receive any interventions with respect to this application.

4.

The licensee indicated that all of the above-noted changes will allow it to reduce its operating costs and provide improved operating and maintenance efficiencies.

Condition prior to the implementation of the new technical parameters

5.

The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the licensee will not be able to implement the new technical parameters approved in this decision.
