  Application by Rogers Broadcasting Limited to amend the licence of the English-language specialty television programming undertaking known as Outdoor Life Network.
  The licensee proposes to amend its condition of licence by adding the following:
 

3(f) For the purpose of fulfilling the Canadian programming expenditure requirement, the licensee may not include any expenditure related to Canadian programming that has been funded out of the benefits package approved by the Commission with respect to Rogers' acquisition of effective control of the licence.

  The licensee proposes this amendment in order to meet the condition of approval set out in Change of Effective Control, Broadcasting Decision CRTC 2008-138, 7 July 2008. The amendment is required to ensure that tangible benefit expenditures are incremental to the existing Canadian programming expenditures.

  Application by Bedford Baptist Church relating to the licence of the low-power English-language religious FM radio CHSB-FM Bedford.
  The licensee proposes to change the frequency of CHSB-FM from 89.1 MHz (channel 206LP) to 99.3 MHz (channel 257LP). All other technical parameters remain unchanged.
  CHSB-FM is presently authorized as an unprotected FM low-power radio station.
  This change of frequency is necessary because the present frequency will be in conflict with the new commercial radio station CIJK-FM Kentville, Nova Scotia, approved by the Commission in Broadcasting Decision CRTC 2007-221, 6 July 2007.

  The licensee proposes to add a digital television transmitter at Québec to broadcast the programming of CIVQ-TV Québec in order to adequately serve the population of Québec City.
  The transmitter would operate on channel 25C with an average effective radiated power of 8,210 watts (maximum effective radiated power of 9,300 watts/antenna height of 153 metres).

  The licensee has asked the Commission to add a condition of licence for its five television programming undertakings, namely CHOT-TV Gatineau (TVA), CFEM-TV Rouyn-Noranda (TVA), CFGS Gatineau (TQS), CFVS-TV Val-d'Or (TQS) and CKRN-TV Rouyn-Noranda (Canadian Broadcasting Corporation (CBC)).
  These new conditions of licence would except the licensee from the requirement to furnish program logs and records prescribed in subsection 10(3) of the Television Broadcasting Regulations, 1987, in accordance with Broadcasting Public Notice CRTC 2006-109, 25 August 2006.
 

1. The Commission amended the Television Broadcasting Regulations,
1987 -
Requirements for the furnishing of program logs and records, Public Notice CRTC 2006-30 of 9 March 2006 to enable the Commission to except a licensee, by condition of licence, from the requirement to furnish identical records in order to simplify the process of submitting records to the Commission.

 

2. According to the licensee, the program logs and records of regional stations CHOT-TV Gatineau (TVA), CFEM-TV Rouyn-Noranda (TVA), CFGS Gatineau (TQS), CFVS-TV Val-d'Or (TQS) and CKRN-TV Rouyn-Noranda (CBC), are true copies of the logs of the network stations with the exception of local segments. The licensee therefore requests that the licences of the following stations be amended to add the following conditions:

  CHOT-TV Gatineau (TVA) and CFEM-TV Rouyn-Noranda (TVA)
 

a) The licensee is exempted from the requirements related to program logs prescribed in subsection 10(3) of the Television Broadcasting Regulations, 1987 where the stations' programming is the same as the programming broadcast by CFTM-TV Montréal.

 

b) For purposes of evaluating the requirements related to local programming and closed captioning of local programming, the licensee shall furnish quarterly program logs for local programming broadcast by each of stations CHOT-TV Gatineau and CFEM-TV Rouyn-Noranda using the Commission's computer system. Such logs shall be furnished to the Commission within 30 days following the end of each quarter.

  CFGS Gatineau (TQS) and CFVS-TV Val-d'Or (TQS)
 

a) The licensee is exempted from the requirements related to program logs prescribed in subsection 10(3) of the Television Broadcasting Regulations, 1987 where the stations' programming is the same as the programming broadcast by CFJP-TV Montréal.

 

b) For purposes of evaluating the requirements related to local programming and closed captioning of local programming, the licensee shall furnish quarterly program logs for local programming broadcast by each of stations CFGS Gatineau (TQS) and CFVS-TV Val-d'Or (TQS) using the Commission's computer system. Such logs shall be furnished to the Commission within 30 days following the end of each quarter.

  CKRN-TV Rouyn-Noranda (CBC)
 

a) The licensee is exempted from the requirements related to program logs prescribed in subsection 10(3) of the Television Broadcasting Regulations, 1987 where the station's programming is the same as the programming broadcast by CBFT Montréal.

 

b) For purposes of evaluating the requirements related to local programming and closed captioning of local programming, the licensee shall furnish quarterly program logs and records for local programming broadcast by CKRN-TV Rouyn-Noranda using the Commission's computer system. Such logs and records shall be furnished to the Commission within 30 days following the end of each quarter.

 

3. The licensee undertakes to use the Commission's existing program logs computer system. To ensure compatibility with the Commission's computer system, the licensee proposes that logs be furnished quarterly and contain the information required for each month in the quarter. The quarterly logs will follow the broadcast year, and the first quarter of each broadcast year will begin on September 1st.

  The licensee proposes to add an FM transmitter at Rimouski, Quebec to broadcast the programming of CIRA-FM Montréal in order to serve the population of Rimouski.
  The transmitter would operate on frequency 104.1 MHz (channel 281A1) with an average effective radiated power of 111.5 watts (maximum effective radiated power 250 watts/effective antenna height of -32.5 metres).
  The licensee advises that the addition of the transmitter at Rimouski is necessary in order to respond to the needs of the population.
