CLEC rates for interconnection

1.

The Commission received an application by Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), dated 27 December 2007, for approval of its General Tariff for competitive local exchange carrier (CLEC) interconnection services.

Bell Aliant indicated that, with a few exceptions, the proposed rates, terms and conditions in its General Tariff were in line with those specified in the CLEC Model Tariff Version 29 for the operating territory of Ontario where TBayTel operates as the small incumbent local exchange carrier (ILEC).

Bell Aliant noted that there were two services included in the CLEC Model Tariff Version 29 that were not offered by TBayTel, namely Network Announcements for Customers of Disconnected IXSPs with Trunk-side Access and Call Routing - Location Routing Number (LRN) Absent. Bell Aliant proposed to adopt the applicable rates identified in the CLEC Model Tariff Version 29 for the operating territory of Ontario and Quebec where Bell Aliant operates as the ILEC.

Bell Aliant also proposed to include a new service in its General Tariff, namely item 601 - Service Charge for Trouble Identification on ILEC Unbundled Local Loops. Bell Aliant further proposed to adopt the rate approved for Bell Canada in Telecom Order 2005-178.

In a letter dated 17 December 2007, CLECs were requested to file proposed tariffs to reflect the ILECs' interconnection rates or to file proposed rates with cost justification for any departures from the ILECs' interconnection rates.

The Commission has reviewed the company's proposals and is satisfied that it follows the CLEC Model Tariff Version 29.

Accordingly, the Commission approves on an interim basis Bell Aliant's application.
