Dear Mr. Palmer:

RE: Bell Canada Tariff Notice 7144 and Bell Aliant Tariff Notice 202 - Local Service Request (LSR) Rejection Charge

On 4 July 2008, the Commission received applications by Bell Canada and Bell Aliant Regional Communications, Limited Partnership (Bell Canada et al.) under cover of Tariff Notices 7144 and 202, respectively, in which the Bell Canada et al. proposed the introduction of Access Services Tariff Item 108, Local Service Request (LSR) Rejection Charge.

The Commission received comments from Rogers Communications Inc. (Rogers), MTS Allstream Inc. (MTS Allstream), and Quebecor Media Inc. on behalf of its affiliate Videotron Ltd. (Videotron). The Commission also received reply comments from Bell Canada et al.

Subsequently, by letter dated 27 August 2008, Videotron requested that the Commission add an interrogatory phase to this proceeding.

Commission staff notes that it will shortly be issuing a procedural letter allowing for an interrogatory phase in this proceeding. Consequently, the Commission will be unable to dispose of these applications within 45 business days of the date of receipt of the applications. The Commission expects to render its decision within 120 days of the close of record of the revised proceeding.

Yours sincerely,
