Outdoor Life Network - Licence amendment

1.

The Commission approves the application by Rogers Broadcasting Limited to amend the broadcasting licence for the English-language, specialty television programming undertaking known as Outdoor Life Network (OLN). Specifically, the Commission amends condition of licence 3 relating to expenditures on Canadian programming in order to add the following:

3(f). For the purpose of fulfilling the Canadian programming expenditure requirement, the licensee may not include any expenditure related to Canadian programming that has been funded out of the benefits package approved by the Commission with respect to Rogers' acquisition of effective control of the licence.

2.

The Commission did not receive any interventions in connection with this application.

3.

The licensee proposed this amendment in order to meet the condition of approval set out in Change of Effective Control, Broadcasting Decision CRTC 2008-138, 7 July 2008 (Broadcasting Decision 2008-138). The amendment is required to ensure that tangible benefit expenditures are incremental to the existing Canadian programming expenditures.

4.

The Commission reminds the licensee of its commitment that it file annual reports detailing all expenditures and the incremental nature of the proposed funding for the OLN Production Initiative, as noted in Broadcasting Decision 2008-138.
