CFTH-FM-1 Harrington Harbour and its transmitter - Licence renewal |

The Commission renews the broadcasting licence for the English-language Type A community radio programming undertaking CFTH-FM-1 Harrington Harbour and its transmitter CFTH-FM-3 Kegaska, from 1 September 2008 to 31 August 2015. The licence will be subject to the conditions set out in the appendix to this decision. |

The Commission notes that the licensee will broadcast 70 hours of programming produced by the station per broadcast week. Community radio licensees have the flexibility to reduce or increase their weekly broadcast time by up to 20% without submitting an application to the Commission. A change of more than 20%, however, requires prior Commission approval. |

The Commission also notes that the licensee will promote Canadian content development through a weekly one-hour program dedicated to local and regional artists. |

The Commission did not receive any interventions in connection with this application. |

Finally, the Commission notes that, in Public Notice 2008-49, it was erroneously indicated that the licence for the present undertaking had two authorized rebroadcasting transmitters, namely CFTH-FM-2 Mutton Bay and CFTH-FM-3 Kegaska. CFTH-FM-2 is, in fact, a radio programming undertaking unto itself and, accordingly, will be dealt with separately. In Broadcasting Decision 2008-242, also issued today, the Commission administratively renews the licence for CFTH-FM-2 to 31 December 2008 in order to permit the treatment of the substantive issues related to its renewal. |

Conditions of licence |
|
1. The licence will be subject to the conditions set out in New licence form for community radio stations, Public Notice CRTC 2000-157, 16 November 2000.

2. The licensee shall devote, in each broadcast week, 12% or more of its musical selections from content category 3 (Special Interest Music) to Canadian selections broadcast in their entirety.

The commission considers that community radio stations sould be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources. |
