  Application by Rogers Broadcasting Limited, on behalf of its subsidiary Rogers SportsNet Inc., to amend the licence of the national specialty programming undertaking known as SportsNet.
  The licensee proposes to replace the following condition of licence:
 

Rogers SportsNet Inc. is authorized to make available for distribution, until 27 September 2007, a version of SportsNet in high definition format, provided that not less than 95% of the video and audio components of the upgraded and analog versions of the service are the same, exclusive of the commercial messages and of any part of the service carried on a subsidiary signal.

The licensee is authorized to make available for distribution, until 27 September 2010, a version of its service in high definition format, provided that not less than 95% of the video and audio components of the upgraded and analog versions of the service are the same, exclusive of commercial messages and of any part of the service carried on a subsidiary signal. All of the programming making up the 5% allowance shall be provided in high definition format (HD).

  The licensee advises that its condition of licence regarding the distribution in HD format is due to expire on 27 September 2007. It is now seeking an amendment to its licence for the standard three year term, in accordance with Broadcasting Public Notice CRTC 2006-74, 15 June 2006, Regulatory framework for the licensing and distribution of high definition pay and specialty services.

  Application by Miramichi Fellowship Center, Inc. to amend the licence of the English-language specialty radio programming undertaking CJFY-FM Blackville, New Brunswick.
  The licensee proposes to amend the licence by changing the frequency from 107.5 MHz (channel 298LP) to 107.7 MHz (channel 299LP).
  The licensee indicates that it wishes to change the frequency to correct an interference problem caused by Radio Beauséjour inc.'s transmitter CJSE-FM-2 at Baie Sainte-Anne, New Brunswick which is operating on the same frequency with an effective radiated power of 2,400 watts.

  Application by TVA Group Inc. (TVA).
  The licensee requests that the Commission modify the television programming licences by adding a condition of licence exempting the licensee from the requirements for the furnishing of program logs for all its programs broadcast for its regional stations (CFCM-TV Quebec City, CHLT-TV Sherbrooke, CHEM-TV Trois-Rivières, CFER-TV Rimouski, and CJPM-TV Saguenay), and that it exempt its French-language specialty television service, Le Canal Nouvelles TVA (LCN), from the requirements related to the furnishing of programs logs set out in subsection 10(3) of the Television Broadcasting Regulations, 1987, and subsection 7(2) of the Specialty Services Regulations, 1990, in follow-up to Broadcasting Public Notice CRTC 2006-109.
 

1. The Commission amended the Television Broadcasting Regulations, 1987, the Pay Television Regulations, 1990, and the Specialty Services Regulations, 1990 - Requirements for the furnishing of program logs and records, Public Notice CRTC 2006-30, on 9 March 2006 (Broadcasting Public Notice 2006-30), in order that certain licensees might be exempted, by condition of licence, from the requirements for the furnishing of program logs to the Commission. The purpose of these amendments was to provide greater flexibility in the furnishing of logs and to decrease the burden on the Commission and on licensees in certain circumstances.

  Thus, the licensee is seeking this exemption for its regional stations (CFCM-TV, Quebec City CHLT-TV, Sherbrooke, CHEM-TV Trois-Rivières, CFER-TV Rimouski, and CJPM-TV Saguenay), as well as for LCN.
 

2. According to the licensee, the regional stations' logs are a true copy of the logs of the main station, CFTM-TV Montréal, except with regard to local productions. It therefore proposes that only the CFTM-TV log be furnished monthly. The licensee is thereby proposing that it cease furnishing the TVA log, which is a copy of the CFTM-TV Montréal log. In order that the Commission may continue to do validation regarding local production and captioning requirements, TVA undertakes to file on 30 November of each year an annual local production report detailing programs produced locally in each regional station, including the broadcast dates, the length of the programs, their key figures and the program category, and to indicate whether the programs are closed-captioned.

 

3. The licensee requests that LCN be exempted from the requirement to furnish monthly logs, since this network is entirely Canadian and its programming format generally consists of news packages in rotation.

 

4. In a letter of clarification, the licensee undertakes to use the CRTC's existing computerized log system, insofar as it means a decrease in the work needed to complete the logs required by the Commission.

 

5. In a letter of clarification, the licensee proposes the following condition of licence:

 

·1 The licensee must keep an up-to-date detailed list of programs broadcast on each channel during a period that includes the current broadcasting year, as well as that immediately preceding it and ending on 31 August, and to furnish that list to the Commission, on request.

 

·1 The list must identify each program broadcast, the key figure, the target program category, the language of broadcast, if it is an event, and the date and time of broadcast, and must indicate whether it is a Canadian or non-Canadian program, whether it has closed captioning or videodescription, and whether it is produced by the licensee.
