  The Commission will hold a public hearing commencing on 3 December 2007 at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec, to consider the following applications. The deadline for submission of interventions/comments is 8 November 2007.
  It should be noted that the Commission will not sit on Tuesday, 4 December. The hearing will reconvene on Wednesday, 5 December.

Items 1 to 11
  On 22 June 2007, the Commission issued Broadcasting Public Notice CRTC 2007-66 calling for applications for broadcasting licences to provide radio programming services for Ottawa, Ontario and Gatineau, Quebec.
  In response to this call, the Commission has received a number of applications for licences to serve this area.
  Some of these applications are technically mutually exclusive. The applications are:
 

Items 7, 8, and 11 are technically mutually exclusive proposing the use of the frequency 99.7 MHz.

 

Items 1, 2, 3, 5, 6, 9 and 10 are technically mutually exclusive proposing the use of the frequency 101.9 MHz and 101.7 MHz.

  These items, as well as item 4 (Instant Information Services Incorporated) will be treated as competitive radio applications for the Ottawa/Gatineau market.
  Item 12
  Radio CHNC ltée has submitted an application to convert radio station CHNC New Carlisle, Quebec and its transmitter CHGM Gaspé, Quebec to the FM band. The applicant further proposes to add three new FM transmitters in Carleton, Chandler and Percé, Quebec.
  The Commission wishes to discuss with the applicant among other things its concerns regarding the station's continued non-compliance with the requirements of the Radio Regulations, 1986 and more particularly with respect to the broadcast of French-language vocal music during the broadcast week of 25 February to 3 March 2007.

  The Commission intends to consider, subject to interventions, items 13 to 15 during the non-appearance phase of the public hearing.

  Application by Instant Information Services Incorporated relating to the licence of the English-language FM commercial tourist radio programming undertaking CIIO-FM Ottawa.
  The licensee proposes to change the authorized contours by increasing the effective radiated power from 25 watts to an average effective radiated power of 427 watts (maximum effective radiated power of 1,000 watts/antenna height of 82.5 metres).
  The authorized contours of the transmitter will be increased significantly resulting from the proposed increase in power.
  The Commission notes that the increase in power would change the status of CIIO-FM Ottawa from an unprotected low power service to a regular Class A service.
  The licensee indicates that it now has an agreement in development with the City of Ottawa, to become the Designated Broadcast System in the event of an emergency. Since Ottawa's land mass encompasses almost 4,700 square kilometres, accomodating a population of more than 1.1 million, the signal from its low power FM station will not reach many of the people who may be affected by an emergency.

  The new station would operate on frequency 107.1 MHz (channel 296B1) with an average effective radiated power of 3,800 watts (maximum effective radiated power of 6,000 watts/antenna height of 169 metres).
  The transmitter at Carleton would operate on frequency 99.1 MHz (channel 256B1) with an average effective radiated power of 480 watts (maximum effective radiated power of 790 watts/antenna height of 395 metres).
  The transmitter at Chandler would operate on frequency 98.3 MHz (channel 252A) with an average effective radiated power of 870 watts (maximum effective radiated power of 1,380 watts/antenna height of 11 metres).
  The transmitter at Percé would operate on frequency 107.3 MHz (channel 297B1) with an average effective radiated power of 426 watts (maximum effective radiated power of 1,200 watts/antenna height of 325.5 metres).
  The licensee also proposed to convert its transmitter GHGM Gaspé to the FM band and to add three new FM transmitters in Carleton, Chandler and Percé.
  The transmitter at Gaspé would operate on frequency 99.3 MHz (channel 257A) with an average effective radiated power of 257 watts (maximum effective radiated power of 468 watts/antenna height of 73 metres).
  The Commission notes that by adding the proposed transmitters the coverage would increase the authorized service area of CHNC New Carlisle.
  The licensee is requesting permission to simulcast the programming of the new FM station on CHNC New Carlisle and its transmitter CHGM Gaspé for a period of 3 months from the date of implementation of the new station.
  The licensee is also requesting, pursuant to sections 9(1)(e) and 24(1) of the Broadcasting Act, the revocation of the licence of CHNC New Carlisle effective at the end of the simulcast period.
  The Commission would like to underline the fact that the applicant has had recurring non-compliance issues throughout the course of its licence.
  The Commission wishes to discuss with the applicant, amongst other things, its concerns regarding the station's continued non-compliance with the requirements of the Radio Regulations, 1986 and more particularly with respect to the broadcast of French-language vocal music during the broadcast week of 25 February to 3 March 2007.
  This application requires the issuance of a new licence.
  The Commission may withdraw this application from the public hearing if it is not advised by the Department of Industry, at least twenty days prior to the hearing, that the application is technically acceptable.

  This application was first scheduled to be heard at a public hearing on 30 October 2007 (Notice of Public Hearing CRTC 2007-12, 31 August 2007) but was withdrawn to be rescheduled at a later date.
