Re:   Request for show cause process regarding speeds of ADSL wholesale services provided by Bell Canada and Bell Aliant Regional Communication, Limited Partnership for services provided in Ontario and Quebec , from Saskatchewan Telecommunications and from MTS Allstream Inc.

The Commission is in receipt of a letter dated 2 April 2007 from the Cybersurf Corp. (Cybersurf).   In its letter, Cybersurf requested that the Commission conduct an expedited process to direct that Bell Canada and Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) for services provided in Ontario and Quebec, Saskatchewan Telecommunications (SaskTel) and MTS Allstream Inc. be required to provide certain wholesale ADSL services to match their equivalent retail service offerings.

Commission staff notes that the requirements with regard to the provision of wholesale ADSL services that are the subject of Cybersurf's request are the same requirements that were imposed on Bell Aliant for services provided in the Atlantic Provinces (Telecom Order 2007-21), Bell Canada and Bell Aliant for services in Ontario and Quebec (Telecom Order 2007-22), and Telus Communications Company (TCC) (Telecom Order 2007-25).   Commission staff notes that these requirements are under review in the context of the current applications from Bell Canada , Bell Aliant and TCC seeking to stay and to review and vary Telecom Orders 2007-21, 2007-22 and 2007-25.

As indicated in Commission staff's 17 April 2007 letter regarding the process to respond to these stay and review and vary applications, interested parties have been invited to provide their comments by 4 May 2007 .

In light of the above, the Commission is suspending further review of the Cybersurf application pending disposition of the proceeding to consider the stay and review and vary applications.
