Re: Review of regulatory framework for wholesale services and definition of essential service

This is further to Commission staff's letter dated 5 January 2007, in which staff advised that a round table discussion had been scheduled for 18 January 2007, to allow parties the opportunity to express their views with respect to providing information, on a confidential basis, to the Competition Bureau (the Bureau) that the Bureau considers necessary in the proceeding initiated by Review of regulatory framework for wholesale services and definition of essential service , Telecom Public Notice CRTC 2006-14, 9 November 2006, as amended by Telecom Public Notice CRTC 2006-14-1, 15 December 2006 (Public Notice 2006-14) .

The purpose of this letter is to provide information to the Public Notice 2006-14 parties on a variety of matters relating to the organization and conduct of the round table discussion.

Location and Time

The meeting will take place in the Outaouais Room at the Conference Centre, Phase IV, 140 Promenade du Portage , Gatineau , Québec.

The meeting will begin at 9:00 a.m. on Thursday, 18 January 2007 and while staff does not anticipate that the meeting will extend beyond 5:30 pm , it may be necessary to revisit the schedule and continue the meeting for longer hours.

Language translation will be available for parties participating at the meeting.

Please note that I will chair the meeting .

Round Table Discussion

All parties will have up to 10 minutes to make an oral presentation, addressing issues with respect to the provision, on a confidential basis, of information to the Bureau.

Commission staff notes that representatives of the Bureau will be participating at the meeting, to respond to questions from parties with regard to information that the Bureau would require in order for it to provide the Commission with fully informed submissions in the Public Notice 2006-14 proceeding.

Confirmation of participation

In order to assist in organizing the meeting, parties are to respond, by 12 January 2007, via e-mail to procedure@crtc.gc.ca and to Bob Martin at robert.martin@crtc.gc.ca , confirming their intent to participate at the meeting.

With their confirmation, parties are to identify the names of two individuals who will be their prime representatives at the meeting and who can make binding commitments on behalf of their respective organizations.

Parties are to also identify the total number of additional representatives that will be in attendance at the meeting.   Seating at the main table will be available to accommodate up to two prime representatives for each party.   Seating away from the main table will be available for other party representatives.

Order of oral presentations

Commission staff will confirm the order of presentations prior to the meeting.

Responsibilities of the Parties

Parties are reminded that it is their responsibility to monitor the progress and content of the meeting.

Assistance to parties

In order to ensure that the meeting may be conducted smoothly and efficiently, Commission staff (Bob Martin Tel: 819-953-3361 and Jeremy Lendvay Tel: 819-997-4946) will be available, both prior to and during the meeting, to assist parties.
