CKXR-FM Salmon Arm - Extension of simulcast period

The Commission approves the application by Standard Radio Inc. (Standard) to amend the broadcasting licence for the radio programming undertaking CKXR-FM Salmon Arm, in order to extend the period of time during which the licensee is permitted to simulcast the programming of CKXR-FM on the AM station CKXR Salmon Arm.

In CKXR Salmon Arm - Conversion to FM band, Broadcasting Decision CRTC 2005-77, 25 February 2005 (Decision 2005-77), the Commission approved an application by Standard to operate a new English-language FM radio programming undertaking in Salmon Arm to replace its AM station CKXR. In that decision, the Commission also authorized Standard, by condition of licence, to simulcast the programming of CKXR-FM on the AM band for a transition period of three months following commencement of operation of the new FM station. In addition, following a request by the licensee, the Commission indicated in Decision 2005-77 that the licence for CKXR would be revoked at the end of this three-month simulcast period. Standard confirmed that it commenced operation of the new FM station on 27 November 2006.

In support of its application, Standard submitted that since the commencement of operation of the new FM station in November 2006, several communities in the original AM coverage area, including Enderby and Sicamous, British Columbia, have been experiencing problems. Standard also indicated that applications to add repeaters in these communities are forthcoming, but that it wishes, in the meantime, to continue simulcasting its programming on the AM band so as to maintain its original coverage area.

The Commission did not receive any interventions in connection with this application.

The licensee is authorized, by condition of licence, to simulcast the programming of CKXR-FM Salmon Arm on the AM station CKXR Salmon Arm from 27 February 2007 to 27 February 2008. Pursuant to sections 9(1)(e) and 24(1) of the Broadcasting Act, and consistent with the applicant's request, the Commission revokes the licence for CKXR effective at the end of the simulcast period.
