Re:   Bell Digital Voice Lite service

In Bell Digital Voice Lite Service , Telecom Order CRTC 2005-397, 2 December 2005, the Commission directed Bell Canada to, among other things, within six months of the date of that Order implement solutions for Bell Digital Voice Lite service (BDVL) in order to provide local number portability (LNP) for (a) out-of-territory telephone numbers used as primary numbers, and (b) in-territory and out-of-territory telephone numbers used as secondary numbers.

In Bell Digital Voice Service , Telecom Decision CRTC 2006-11, 9 March 2006, the Commission directed Bell Canada to, among other things, implement equal access capabilities for Bell Digital Voice Lite service within one year of the date of that Decision, and to submit a report to the Commission, within 90 days of the date of that Decision and updated every three months, identifying the work activities to be conducted, projected timing, and progress of implementation.

In Message relay service in a VoIP environment - Follow-up to Decision 2005-28 , Telecom Decision CRTC 2006-12, 16 March 2006, the Commission reiterated its direction in Regulatory framework for voice communication services using Internet Protocol , Telecom Decision CRTC 2005-28, 12 May 2005, that all LECs are to provide access to message relay services (MRS) for voice over Internet protocol VoIP services throughout their operating territories.

On 2 June 2006, Bell Canada requested that the Commission's directives to implement LNP, equal access, and MRS for BDVL, pursuant to the Order and Decisions noted above, be suspended pending the Commission's Decision in the proceeding initiated by Reconsideration of Regulatory framework for voice communication services using Internet Protocol, Telecom Decision CRTC 2005-28 , Telecom Public Notice CRTC 2006-6 , 10 May 2006 (Public Notice 2006-6) .   The company also requested that a new time-table be developed by the Commission, subsequent to the Commission's determinations in the Public Notice 2006-6 proceeding.

As the company is requesting a stay of Commission directives, Commission staff considers that the company's application should have been submitted pursuant to Part VII of the Telecommunications Rules of Procedure .   Consequently, this file is closed.
