  Bell Canada proposal for VoIP service pricing in Ontario and Quebec
  Reference: 8661-C12-200510562 and Bell Canada Tariff Notice 6900

In this Public Notice, the Commission revises the timelines for the above proceeding in which the Commission invited comments on that aspect of an ex parte application by Bell Canada proposing to allow it to have distinct price ranges in Ontario and Quebec for a voice over Internet Protocol (VoIP) service.

The Commission received a letter from Cogeco Cable Inc. (Cogeco), dated 12 September 2005, requesting that the Commission immediately cancel the process of Bell Canada proposal for VoIP pricing in Ontario and Quebec, Telecom Public Notice CRTC 2005-13, 9 September 2005 (Public Notice 2005-13) and modify the scope of the Bell Digital Voice Service, Telecom Public Notice CRTC 2005-9, 7 July 2005 (Public Notice 2005-9) procedures so that all interested parties would have the opportunity to appropriately comment on the issues raised by Bell Canada's application. Cogeco's specific request was that the Commission:
 
  • direct Bell Canada to place Tariff Notices 6899 and 6900 on the public record of the Public Notice 2005-9 proceeding; and
 
  • establish a new round of interrogatories permitting all interested parties to address Bell Canada's requests and modify, accordingly, the Public Notice 2005-9 procedures.

The Commission received comments in support of Cogeco's request from Primus Telecommunications Canada Inc., and Quebecor Média inc. (QMI) on behalf of itself, Vidéotron ltée and Videotron Telecom Ltd. Bell Canada filed comments in opposition to Cogeco's request.

The Commission received comments from Aliant Telecom Inc., the Canadian Cable Telecommunications Association, MTS Allstream Inc., the ministère de la Culture et des Communications (Gouvernement du Québec), Rogers Communications Inc., Saskatchewan Telecommunications, and TELUS Communications Inc. The Commission also received additional comments from Cogeco and QMI.

The Commission notes that some of the parties addressed the merits of Bell Canada's proposal in their comments.

The Commission has carefully considered the views of all parties with regard to the process set in Public Notice 2005-13. In order that the application may be available for public examination consistent with the CRTC Telecommunications Rules of Procedure, Bell Canada is directed to file with the Commission at procedure@crtc.gc.ca, immediately, an electronic version of Tariff Notice 6900 for the Commission web site. The Commission also finds that adjustments are required to allow interested parties additional time to prepare comments. The Commission considers that a short extension to the dates specified in Public Notice 2005-13 is appropriate and does not represent a significant delay to the process.

Accordingly, the timelines set out in Public Notice 2005-13 are revised as set out in paragraphs 8 and 9 below.

The Commission invites parties to file comments, or supplementary comments, with the Commission at procedure@crtc.gc.ca , by 28 September 2005, with regard to Bell Canada's proposal to have distinct price ranges in Ontario and Quebec for a VoIP service, thereby allowing the company to charge different rates within a rate band in Ontario and Quebec. Parties are to, also, serve a copy on Bell Canada by that date.

Bell Canada may file written reply comments with the Commission at procedure@crtc.gc.ca , serving a copy on all parties who filed comments, by 30 September 2005.
