To Recipient Dear Response Manager, Telecommunications Industry Data Collection The CRTC annually collects data through its web-based Data Collection System (DCS) for, amongst other things, the updating of CRTC registration lists, telecommunications fees, the Canadian contribution mechanism fund administration, international licenses and Monitoring of the Canadian telecommunications industry. Data collection for the annual period ending 31 December 2005 will begin on 16 January 2006. As per Telecom Circular CRTC 2005-4, 9 February 2005, the CRTC has stratified the industry into two broad groups to simplify the data collection for most of the smaller entities. Group 1 entities This group is made up of telecommunications entities that meet any one of the following criterion: - they have significant Canadian telecommunications revenues; - they file a CRTC telecommunications tariff; - they hold a basic international telecommunications licence (BITS); - they are in a related group that has total telecommunications revenues in excess of $10 million; - they are subject to any other electronic data collection forms in the Commission's web-based Data Collection System (DCS). Group 1 entity data will be collected by the DCS. All Group 1 Response Managers (as defined in Circular 2003-1 ) and Form Respondents must have a valid epass in order to access the DCS. Details of how to apply for an epass can be found at http://www.crtc.gc.ca/eng/file.htm. Group 2 entities This group consists of smaller entities that do not file CRTC telecommunications tariffs nor participate in certain telecommunications processes (telecommunications fees, international licence holders, etc.). In February 2006 a pre-populated simplified Registration form will be mailed to entities in Group 2. The simplified Registration form must be completed and returned to the CRTC by 31 March 2006 .
