TELECOM DECISION CRTC 2004-77

TOLL-FREE INTERNET ACCESS 

1.  Refer to the economic study dated 17 January 2005 .

a) Restate the results of the economic study, as required, in light of the Commission's determinations in Implementation of competition in the local exchange and local payphone markets in the territories of Société en commandite Télébec and the former TELUS Communications (Québec) Inc. , Telecom Decision CRTC 2005-4, 31 January 2005 (Decision 2005-4).

b) For each rate band, provide the present worth of demand and the monthly amounts   per residential NAS that are required to calculate the funding from the National Contribution Fund.   The information should be presented in the same format as that of the company's response to interrogatory TÉLÉBEC(CRTC)29Jan04-1 CRTC2002-43, Attachment A, page 7/12.

c) Provide a detailed explanation for the increase in the residual going-in revenue requirement from $200,000 to $226,519.

2.  Refer to comments dated 7 February 2005 filed by the Naskapi Nation of Kawawachikamach, to comments dated 10 February 2005 filed by l'Union des consommateurs and to the company's response dated 22 February 2005 .

a) Provide the rationale to support the company's view that funding, approved on an interim basis in Decision 2004-77, should be maintained for Schefferville while Toll-free Internet access is provided by another Internet service provider.

b) Restate the results of the economic study dated 17 January 2005 assuming that Schefferville is removed from the project.
