  The present application is filed in response to Decision 2004-524 in which the Commission stated that it would only issue a licence to 3077457 if it submitted an application proposing the use of another FM frequency that is acceptable to both the Commission and the Department of Industry.

  Application by La Clé d'la Baie en Huronie - Association culturelle francophone relating to the licence of the radio programming undertaking CFRH-FM Penetanguishene.
  The licensee proposes to change the authorized contours by increasing the effective radiated power from 4,493 watts to an average effective radiated power of 8,600 watts, by increasing the antenna height and by relocating the antenna (maximum effective radiated power of 40,000 watts/antenna height of 274 metres). The existing channel 201 will be retained but will be upgraded from a Class B to a Class C1.
  The licensee wishes to relocate its transmitter from a site in Penetanguishene to Blue Mountain, West of Collingwood.
  The authorized contours of the station will be increased significantly as a result of theproposed changes.
  The licensee states that the proposed changes will result in a better quality signal to listeners in Barrie, Borden and Angus.

  Application by BEA-VER Communications Inc. relating to the licence of radio programming undertaking CKUE-FM Chatham.
  The licensee proposes to change the authorized contours of CKUE-FM Chatham by decreasing the effective radiated power from 42,000 watts to an average effective radiated power of 36,400 watts and by decreasing the antenna height (maximum effective radiated power of 50,000 watts/antenna height of 91.2 metres).
  The licensee also proposes to change the authorized contours of its transmitter CKUE-FM-1 Windsor by increasing the average effective radiated power from 400 watts to 2,870 watts and by increasing the antenna height (maximum effective radiated power of 6,000 watts/antenna height of 74.5 metres).
  The licensee notes that this proposal will improve the service to the Windsor market without extending the primary service of CKUE-FM or CKUE-FM-1 into any new markets not currently being served by the station and its transmitter. The licensee states that the proposed changes will help reduce interference and provide quality reception to the listeners in both markets.

  The licensee proposes to replace the condition of licence relating to the operational date of the undertaking which reads:
