  Application by Atlantic Broadcasters Limited to amend the licence of radio programming undertaking CJFX-FM Antigonish, Nova Scotia.
  In Broadcasting Decision CRTC 2004-138, dated 8 April 2004, the Commission approved in part an application by Atlantic Broadcasters Limited to operate a transmitter of CJFX-FM Antigonish at Inverness. However, the Commission did not approve the proposed frequency 97.5 MHz (channel 248B), as the proposed technical parameters were clearly in conflict with the Canadian Broadcasting Corporation Long Range Radio Plan. The applicant was therefore required, as one of the conditions for the issuance of its licence, to file an application proposing the use of a different frequency. The applicant now proposes to operate the transmitter on the frequency 102.5 MHz (273B).

  Application by Houssen Broadcasting Ltd. to amend the licence of radio programming undertaking CKOE-FM Moncton.
  The licensee proposes to amend the licence by changing the frequency from 100.9 MHz (channel 265LP) to 107.3 MHz (channel 297LP). The licensee also proposes to change the authorized contours byincreasing the antenna height from 8 metres to 25 metres.
  The licensee has indicated that it wishes to increase the quality of the signal of the station and that the contour change of the station would be minimal.

  Application by Vidéotron ltée, on behalf of itself and of Vidéotron (Regional) Ltd. (collectively Videotron) to amend the licences of the cable distribution undertakings serving the above-mentioned locations.
  Vidéotron proposes to substitute the programming services of CFCF-TV, CJNT-TV and CKMI-TV-1 Montréal over the signals of U.S.-based stations WCAX-TV, WVNY, WPTZ and WFFF-TV (together known as the U.S. signals) on occasions when these stations simultaneously broadcast the same programming.
  Vidéotron stated in its application that, in an effort to reduce operational costs, it has centralised all its program substitutions in the province of Quebec with the exception of the Outaouais region. As a result, when Vidéotron performs substitutions on behalf of CFCF-TV, CJNT-TV and CKMI-TV-1 in Montréal, the substitution also occurs on the cable distribution undertakings serving the above-mentioned locations, where these local Montréal stations have no priority to request simultaneous substitution.
  Vidéotron indicated that it would take approximately 12 weeks and an expense in excess of $65,000 to rectify the situation. Vidéotron stated that, after having considered these costs as well as weighing the advantages and disadvantages to the Canadian broadcasting system and the public, it is requesting a condition of licence that will allow it to substitute the signals of CFCF-TV, CJNT-TV and CKMI-TV-1 over the U.S. signals in the above-mentioned locations.
