Amtelecom Inc.

Business primary exchange service

The Commission received an application by Amtelecom Inc. (Amtelecom), dated 29 March 2004 and amended on 6 May 2004, to revise item 3.03, Monthly Recurring Charges, under section 100 of its General Tariff in order to increase the monthly rate for business primary exchange service (PES) from $52.64 to $54.43.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission assigned business PES to the second service basket. The Commission determined that in the absence of any exogenous factors, the rates for business PES would be permitted to increase each year by no more than inflation.

In Decision 2001-756, the Commission also determined that it expected that rate increases on any individual rate element in the second service basket should generally be proposed once in a 12-month period.

The Commission notes that Amtelecom proposed in its amended application an effective date of 1 July 2004 for its proposed rate increase.

The Commission further notes that in Residential and business primary exchange services, Telecom Order CRTC 2003-261, 30 June 2003, it approved an application by Amtelecom to increase the monthly rates for residential and business PES effective 15 August 2003.

The Commission determines that it would not be appropriate to approve a further rate increase to the above service with an effective date prior to 15 August 2004.

Accordingly, the Commission approves Amtelecom's application effective 15 August 2004.

Amtelecom is to issue a revised tariff page forthwith to reflect these changes.
