  Preamble (for items 1 to 8 and 10 to 13)
  On 21 July 2004, the Commission issued Broadcasting Public Notice CRTC 2004-55 (see also Public Notice 2004-55-1), calling for applications for broadcasting licences to provide radio programming services that "clearly reflect the diversity of languages, as well as the multicultural and multi-ethnic reality of Vancouver."
  On 21 July 2004, the Commission issued Broadcasting Public Notice CRTC 2004-54 calling for applications for broadcasting licences to provide radio programming services for Kamloops.
  In response to these calls, the Commission has received a significant number of applications for licences to serve these markets.
  In the case of Vancouver, a number of these applications are proposing to use similar frequencies and are therefore technically mutually exclusive. The applications are:
  Items 1, 2, 3, 4 and 5 are technically mutually exclusive proposing the use of the frequency 93.1 MHz.
  Items 6 and 7 are technically mutually exclusive proposing the use of the frequency 1200 kHz.
  These applications along with item 8 will be treated as competitive radio applications for Vancouver
  For Kamloops, items 9, 10, 11 and 12 will be treated as competitive radio applications.

  Applications by Rogers Broadcasting Limited (Rogers), to acquire the assets of the English-language television programming undertakings CHNU-TV Fraser Valley, British Columbia from NOWTV British Columbia Inc. (NOWTV BC) and CIIT-TV Winnipeg, Manitoba from NOWTV Manitoba Inc. (NOWTV Manitoba). The latter station is not yet in operation.
  The value of the transaction is estimated at $13 million. The allocation between the two stations is as follows:
  - $12.25 million for CHNU-TV
- $750,000 for CIIT-TV
  Rogers is proposing a tangible benefits package of $1.3 million over seven years (10% of the value of the transaction). The benefits package is described as follows:
  - NOWTV Documentary Fund ($450,000)
- Aboriginal Faith and Spirituality Documentary Series ($300,000)
- Vision TV Independent Production Initiative ($200,000)
- Willard Thiessen Mentorship/Scholarship Program ($100,000)
- Comparative Religious Studies Conference/Seminar ($100,000)
  The applicant is also requesting licences to continue the operation of the undertakings under the same terms and conditions.
  As part of this transaction, Rogers is also seeking authority to amend the licence of television programming undertaking CHNU-TV Fraser Valley. This would enable Rogers to add a television transmitter atVictoria to broadcast the programming of CHNU-TV Victoria and its surrounding areas.
  The transmitter would operate on channel 21B with an average effective radiated power of 720 watts (maximum effective radiated power of 1,800 watts/antenna height of 273.7 metres).
  The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least twenty days prior to the hearing, that it is technically acceptable.
  The Commission hereby seeks public comments on the merit of the applications and on the appropriateness of the benefits package proposed by the applicant.
  The Commission invites the public to regularly examine the public examination file of the above-noted applications in order to become aware of any additional information that could be filed no later than 31 December 2004, in response to clarification questions from the Commission.
