  The Commission will hold a public hearing commencing on 10 January 2005 at 9:00 a.m., at the Commission Headquarters, 1 Promenade du Portage, Gatineau, Quebec, to consider the following applications. The deadline for submission of interventions/comments is 16 December 2004.

  The licensee proposes to convert the AM transmitter CBGA-7 Sainte-Anne-des-Monts from the AM band to the FM band.
  The transmitter would operate on frequency
101.1 MHz (channel 266C) with an average effective radiated power of 49,800 watts (maximum effective radiated power of 91,000 watts/antenna height of 381.2 metres).
  The new FM transmitter will improve the quality of the French-language radio signal in this municipality as well as a number of localities on the South shore of the Gulf of St. Lawrence.
  The applicant is requesting permission to simulcast the programming of CBGA-FM on the FM band as well as on CBGA-7 (AM) for a period of 3 months from the date of implementation of the new transmitter.
  The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least twenty days prior to the hearing, that it is technically acceptable.

  Application by Fawcett Broadcasting Limited (Fawcett) to convert radio station CKDR Dryden from the AM band to the FM band.
  The new station would operate on frequency 92.7 MHz (channel 224B) with an effective radiated power of 36,800 watts (non-directional antenna/antenna height of 102.2 metres).
  The applicant is requesting permission to simulcast the programming of the new FM station on CKDR for a period of three months from the date of implementation of the new station.
  The licensee is also requesting, pursuant to sections 9(1) (e) and 24(1) of the Broadcasting Act, the revocation of the licence of CKDR effective at the end of the simulcast period.
  The licensee presently operates CKDR-1 Ignace, CKDR-2 Sioux Lookout, CKDR-3 Hudson, CKDR-4 Ear Falls, CKDR-5 Red Lake and CKDR-6 Atikokan as transmitters of CKDR Dryden.
  Fawcett has filed application 2004-0874-1, which is part of this hearing, in order to operate CKDR-5 Red Lake as a commercial radio programming undertaking with a transmitter at Ear Falls (CKDR-4).
  Also, Fawcett has filed application 2004-0875-9, which is part of this hearing, in order to operate CKDR-2 Sioux Lookout as a commercial radio programming undertaking with transmitters at Ignace (CKDR-1), Hudson (CKDR-3) and Atikokan (CKDR-6).
  The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least twenty days prior to the hearing, that it is technically acceptable.
  This application requires the issuance of a new licence.

  The Commission notes that CKDR-5 and CKDR-4 are presently authorized to operate under the above-noted technical parameters.
  This authority will allow the applicant to insert local advertising relevant to this area that will consist of a minimum of 3 hours each week. The programming originating from Red Lake would consist of a minimum of 1 hour per week of community public service announcements and information. The remainder of the programming would originate from its new proposed Dryden station (see application 2004-0829-6).

  The licensee proposes to add television transmitters atKelowna, Myra, Penticton, Vernon, Oliver, Salmon Arm, Enderby, Celista and Canoe to broadcast the programming of CBUT in order to provide the CBC English-language television network and regional service to the above-noted localities.
  The transmitter at Kelowna would operate on channel 45C with an average effective radiated power of 8,200 watts (maximum effective radiated power of 14,800 watts/antenna height of 507.3 metres).
  The transmitter at Myra would operate on channel 15LP with a transmitter power of 18 watts (antenna height of 14.5 metres).
  The transmitter at Penticton would operate on channel 17B with an average effective radiated power of 1,500 watts (maximum effective radiated power of 3,980 watts/antenna height of 239.9 metres).

  The licensee proposes to add television transmitters atCoronation and Red Deerto broadcast the programming of CBXT in order to provide the CBC English-language television network and regional service to the above-noted localities.
  The transmitter at Coronationwould operate on channel 13 with an average effective radiated power of 80,600 watts (maximum effective radiated power of 210,000 watts/antenna height of 212.5 metres).
  The transmitter at Red Deer would operate on channel 22C with an average effective radiated power of 417,500 watts (maximum effective radiated power of 759,300 watts/antenna height of 215.7 metres).
  The Commission notes that approval was granted to the CBC for new transmitters in Coronation and Red Deer in Broadcasting Decision CRTC 2004-100, CBXT Edmonton - New transmitters in Coronation and Red Deer.
  However, the CBC has confirmed it will not implement those transmitters as it was unable to conclude a satisfactory agreement to utilize the CKRD-TV transmitter owned by Global Communications Limited.
