Dear Mr. Maksimow:

Re: Tariff Notice 543 - Type 2 Customer Specific Arrangements

By letter dated 18 October 2004 , MTS Allstream Inc. filed Tariff Notice 543.   Paragraph 5 of that letter states:

"The Network Services and Access Services are offered subject to a Network Services Agreement and an Access Services Agreement; both agreements have been previously submitted to the Commission as part of the proceeding that lead to Telecom Decision CRTC 2004-32.   The proposed Tariff Item 17560 and 18050, and the imputation tests contained in Attachment 1 and 2, as submitted in this application reflect the rates, terms and conditions contained in the Network Services and Access Services Agreement."

This letter is to advise that the Network Services Agreement and Access Services Agreement submitted as part of the proceeding that lead to Telecom Decision CRTC 2004-32 are made part of the record for Tariff Notice 543.
