CITV-TV-1 Red Deer - Technical changes

The Commission approves the application by Global Communications Limited (Global) to amend the broadcasting licence of CITV-TV-1 Red Deer in order to change its signal from channel 10 to channel 2. The Commission also approves the licensee's request to change the station's authorized coverage contour by decreasing its effective radiated power from 180,000 to 15,930 watts. The station's local programming obligations are not affected by these approvals.

As discussed in Competing applications proposing the introduction of new, over-the-air television services at Edmonton and Calgary, Broadcasting Decision CRTC 2004-98 (Decision 2004-98) also issued today, Global applied to amend the licence of television station CKRD-TV Red Deer by deleting the condition of licence requiring that the station operate as an affiliate of the Canadian Broadcasting Corporation (CBC) network, by adding transmitters of CKRD-TV's service in Edmonton and Calgary, and by deleting the current service provided by CKRD-TV-1 Coronation. In Decision 2004-98, the Commission has denied Global's proposal to establish transmitters of CKRD-TV in Edmonton and Calgary, but has approved Global's proposal to disaffiliate CKRD-TV from the CBC and to delete the service provided by CKRD-TV-1 Coronation.

In a third decision issued today, CBXT Edmonton - New transmitters in Coronation and Red Deer, Broadcasting Decision CRTC 2004-100 (Decision 2004-100), the Commission has approved an application by the CBC to amend the licence of CBXT Edmonton in order to add transmitters of that station at Red Deer and Coronation.

In its applications, Global had stated that, contingent upon the Commission's approval in full of the licence amendments pertaining to each of CKRD-TV, CITV-TV-1 and CBXT, it would transfer to the CBC, without charge, ownership of the existing transmitting equipment of CKRD-TV-1 Coronation and CITV-TV-1 Red Deer for use by the CBC to provide Coronation and Red Deer residents with the service, over the air, of the full CBC English-language television network.

Consistent with the Commission's approach in Decision 2004-98, the amendments to the licence for CITV-TV-1 Red Deer will take effect, and the authority in the present decision may only be implemented, at such time as the CBC commences operation of its proposed transmitters in Coronation and Red Deer to rebroadcast the programming of CBXT Edmonton, as contemplated in Decision 2004-100.

In Decision 2004-100, the Commission advised the CBC that the proposed new transmitters of CBXT Edmonton must be operational at the earliest possible date and, in any event, no later than 24 months from the date of that decision, unless a request for an extension of time is approved by the Commission before 26 February 2006. Accordingly, should the CBC fail to implement the authority granted in Decision 2004-1000 within the time period specified by the Commission, Global's licence for CITV-TV-1 will not be amended.

Further, the Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
