CFRU-FM Guelph - Licence renewal

The Commission received an application by University of Guelph Radio - Radio Gryphon to renew the broadcasting licence for the community-based campus radio programming undertaking CFRU-FM Guelph.

The Commission received two interventions in support of this application.

In Licence renewal for CFRU-FM, Decision CRTC 2001-140, 27 February 2001, the Commission found that the logger tapes for the programming broadcast by the station were incomplete. The Commission noted the corrective measures that had since been taken by the licensee and renewed the licence for less than the maximum seven years, indicating that:
 

The Commission has renewed the licence for a short term because it wishes to assess at an early date the licensee's compliance with the Radio Regulations, 1986 (the Regulations).

The Commission has reviewed the licensee's performance over the last licence term and is satisfied that the licensee has met the requirements of the Regulations.

Accordingly, the Commission renews the broadcasting licence for the community-based campus radio programming undertaking CFRU-FM Guelph, from 1 September 2004 to 31 August 2011.

The licence will be subject to the conditions set out in New licence form for campus radio stations, Public Notice CRTC 2000-156, 16 November 2000.

In Campus radio policy, Public Notice CRTC 2000-12, 28 January 2000, the Commission encouraged "campus stations to establish positions on their boards of directors with terms of more than one year." The licensee stated in its application that it would amend its by-laws with respect to the duration of the board members' terms at its next annual general meeting, in order to reflect the Commission's policy.

Accordingly, the Commission directs the licensee to submit a copy of the by-laws and any relevant information concerning the 2004 board of directors, specifying the duration of each member's term and the group each member represents, no later than 1 December 2004. The Commission also reminds the licensee that it expects the board of directors of a campus radio station to include balanced representation from among the student body, the associated college or university (for example, faculty or administration), station volunteers, and from the community at large.

The Commission considers that campus radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources.
