CFOU-FM Trois-Rivières - Licence renewal

1.

The Commission received an application by Radio campus des étudiants de l'Université du Québec à Trois-Rivières to renew the broadcasting licence for the campus radio programming undertaking CFOU-FM Trois-Rivières.

The Commission did not receive any interventions in connection with this application.

In CFOU-FM Trois-Rivières - Licence renewal, Broadcasting Decision CRTC 2002-357, 8 November 2002, the Commission found that the licensee had been operating the CFOU-FM station without a valid licence after 31 August 2001. The Commission therefore renewed the licence for less than the maximum term of seven years and indicated that:
 

The Commission intends to monitor the situation closely over the coming months and advises the licensee that, if the Commission believes that the licensee is contravening the [Broadcasting Act (the Act)] or any of CFOU-FM's conditions of licence, the Commission could, as authorized under the Act, take any and all enforcement action available to it, including issuance of an order to suspend or revoke the licence.

The Commission has reviewed the licensee's performance over the last licence term and is satisfied that the licensee has met the requirements of the Act and of its conditions of licence.

Accordingly, the Commission renews the broadcasting licence for the campus radio programming undertaking CFOU-FM Trois-Rivières, from 1 September 2004 to 31 August 2011.

The licence will be subject to the conditions set out in New licence form for campus radio stations, Public Notice CRTC 2000-156, 16 November 2000.

The Commission considers that campus radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources.
