  The licensee proposes to broadcast Urdu, Hindi and English language programming, using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment and requires the use of a special receiver.

  Application by KINCARDINE CABLE T.V. LTD. to amend the licence of its cable distribution undertaking serving Kincardine.
  The licensee wishes to include the urban centre of Kincardine only in its service boundaries by excluding the communities of Ripley, Tiverton, Bruce Beach, Inverhuron and Point Clark from its licence. In support of this application, the licensee states that:

 

 

§ The communities outside the proposed service boundary are served by a separate headend and would become exempt under the criteria outlined in Public Notice CRTC 2001-121, Exemption order respecting cable systems having fewer that 2,000 subscribers.

 

§ All of the proposed exempt status areas are small communities with the largest being Point Clark with 370 subscribers and the smallest being Bruce Beach with 70 subscribers.

 

§ The servicing costs are high for these small communities.

 

§ Savings resulting from this application, including the cost associated with reporting requirements, will enable the licensee to better compete with larger satellite companies.

 

§ This licence modification will enhance the licensee's capability to maintain and improve the quality of its service.

  The licensee also confirms that the subscribers in the communities noted above will continue to receive the same services as they presently do.
