Application by SHOWCASE TELEVISION INC. to amend a commitment of the nationalspecialty television service known as Showcase Television.
|

The licensee proposes to replace its commitment not to air any first-run broadcasts of programs produced by a Showcase shareholder by the following commitment:
|
|
Showcase Television will ensure that 75% of all original programming over the course of the broadcast year, including repeats, shall be produced by independent, non-affiliated producers.
|
|
For the application of this commitment, Showcase proposes that an independent, non-affiliated producer be defined as a production company in which Showcase, or any other company related to Showcase, owns or controls, directly or indirectly, in aggregate, less than 30% of the equity.
|
|
Showcase Television confirms that this flexibility in sourcing original Canadian programming will not alter Showcase's primary mandate as a second window exhibitor of Canadian drama nor Showcase's requirement to provide access to its specialty service for independent producers.

The licensee proposes to change the frequency of its transmitter VOAR-1-FM Bay Roberts, from 95.9 MHz (channel 240A1) to 104.7 MHz (channel 284A1).
|
|
The Commission notes that the requested change would avoid a potential conflict with the future assignment of frequency 95.7 MHz (channel 239C) at St. John's, Newfoundland and Labrador, as allocated by Industry Canada in its FM Broadcasting Allotment Plan.

The licensee proposes to change the authorized contours and decreasethe effective radiated power, from 3,400 to 2,700 watts, of its transmitter CBMG-FM Cowansville.
|
|
This application is further to the Commission's Decision CRTC 2002-128 approving an application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for CBME-FM Montréal, by authorising the licensee to add a transmitter at Cowansville to rebroadcast its national English-language Radio One network.
|
|
Since the original site is unavailable, the CBC is planning to co-site with Bell Mobility on an existing site located 3.8 km northwest of Sutton.
|
|
The new site and the antenna at a higher elevation will result in a slight increase in the total population covered.
|
