Applications by STANDARD RADIO INC. (Standard) to amend the licences of radio stations CKOC Hamilton, CKSL London; CKMX Calgary and CISL Richmond.

In the notice Regulations Amending the Radio Regulations, 1986 - Commercial Radio Programming, Public Notice 1998-132, 17 December 1998, the Commission announced that radio stations whose formats are based on the presentation of older music could apply to broadcast a lower level of Canadian popular music than the 35% level required of other commercial radio licensees. The Commission noted the relatively limited supply of Canadian music appropriate for the format of these stations.
|

Standard has applied for a condition of licence for its radio stations CKOC Hamilton and CKSL London; CKMX Calgary and CISL Richmond that would allow them to broadcast a minimum level of 30% of Canadian musical selections. The proposed condition is:
|
|
The licensee shall, as an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986, in any broadcast week, where at least 90% of musical selections from content category 2, that it broadcasts, are selections released, before 1 January 1981: in that broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety; and between 6 a.m. and 6 p.m., in the period beginning on Monday of that week and ending on Friday of the same broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety.

The licensee would also be responsible for specifying, on the music lists it provides to the Commission, the year of release for all musical selections it broadcasts.
|
|
For purposes of this condition the terms "broadcast week", "content category" and "musical selection" shall have the meaning set out in section 2 of the Radio Regulations, 1986.
|
|
The licensee indicates that the amount of Canadian music is relatively limited in the "oldies" music format.

In Decision CRTC 2002-224, dated 8 August 2002, the Commission approved an application by Rogers Broadcasting Limited to convert its existing commercial AM station CKY to an FM station in Winnipeg. However, the Commission did not approve the proposed frequency 99.1 MHz (channel 256C1).
|
|
The applicant was to file an application proposing the use of a different frequency. The applicant now proposes to operate the transmitter on frequency 102.3 MHz (channel 272C1) with an effective radiated power of 70,000 watts.

Application by RADIO STATION CKPG LIMITED to amend the broadcasting licence for its radio programming undertaking (RPU) CKDV-FM Prince George.
|

The licensee proposes to add an AM transmitter at MacKenzie to broadcast the programming of CKDV-FM Prince George in order to serve the population of MacKenzie.
|
|
In Broadcasting Decision CRTC 2003-17, dated 21 January 2003, the Commission approved the conversion of CKPG Prince George from the AM to the FM band and is identified as CKDV-FM.
|
|
The proposed transmitter is presently licensed to the applicant as an RPU with the call sign CKMK. The applicant advised the Commission that the station ceased to originate programming and is rebroadcasting full-time the programming of its station CKPG Prince George until the conversion is completed. In view of the above, the licensee filed this application in order to broadcast full-time the programming originating from CKDV-FM Prince George.

|
CKMK is presently operating on 1240 kHz with a transmitter power of 1,000 watts.
|
|
Should this application be approved, Radio Station CKPG Limited has requested the revocation of its RPU licence for CKMK MacKenzie.
